A system image is a complete copy of a Windows system, including the operating system, drivers, applications, settings, and preferences, typically covering the C drive, EFI System Partition, and Recovery Partition, as well as any additional drives.
If your computer's hard drive or entire system fails, you can restore it using a system image, but you can't restore individual files or items.
To create a system image in Windows Server 2003, you can use the built-in Backup Utility, which will backup all data on the computer and create a system recovery disk to restore Windows in case of system failure.
1. To open the Backup Utility, go to Start -> All Programs -> Accessories -> System Tools -> Backup.
2. In the Backup or Restore Wizard, click Advanced Mode link.

The system file restore failed because the volume containing the OS files can't be reverted, so it's suggested to backup your data drive using shadow copy.
